The Ada County Highway District (ACHD) launched the Owyhee Street Concept Study in February 2024 to explore ways to improve safety and accessibility for everyone who uses the corridor—particularly students walking and biking to and from surrounding schools. The project was originally identified in the 2012 Boise Central Bench Neighborhood Plan and updated in 2022 as a sidewalk and Safe Routes to School initiative.


ACHD worked closely with the community and stakeholders to identify transportation needs along the Owyhee Street corridor. The study evaluated pedestrian and bicycle improvements, ADA* accessibility, and traffic calming options to make the street more comfortable for everyone.

Design details will continue to be refined through additional public feedback and coordination with partner agencies, including utility providers, as the project moves forward into the design phase.

    After careful evaluation of the feedback received from the community and residents on the corridor gathered during the three public outreach efforts, Alternative 1 was further refined to better reflect the needs of the community. Residents favored safer walking and bicycle routes, speed humps, reduced speed limits, and parking on both sides of Owyhee Street. This concept includes safer ADA compliant sidewalks and crossings, speed limit reduction, speed humps, bike sharrows, on-street parking on both sides, and a pavement preservation treatment using a highly modified polymer slurry seal along the entire corridor.


    What's Next?

    As the Owyhee Street project moves into the design phase, several key elements and additional considerations will be addressed:

    • Tree Preservation – Where applicable, the sidewalk alignment will be adjusted into the parking area to preserve existing trees. Further review will take place to evaluate tree overgrowth and tree trimming needs.
    • Drainage – Further review and drainage improvements will be considered during design to address existing issues.
    • Owyhee Street and Kootenai Street Intersection – Assess near-miss incidents and vehicle compliance issues to identify appropriate safety treatment for all users.
    • Additional analyses may be conducted during the design phase to respond to site-specific challenges and ensure the final plans reflect community goals.


    The project is anticipated to start design towards the end of 2028, with right-of-way purchases and construction unscheduled at this time.
