The Ada County Highway District (ACHD) launched the Warm Springs Ave Concept Study in January 2023 to explore ways to improve safety and accessibility for everyone who uses the corridor. The project included a robust public involvement process, review of existing conditions data, and analysis of crash history and traffic conditions throughout the Warm Springs Avenue Corridor.

ACHD worked closely with the community and stakeholders to identify transportation needs along the Warm Springs corridor between Avenue C and Windsong Drive. The study evaluated pedestrian and bicycle improvements, intersection and crossing improvements, ADA accessibility, and traffic calming options to make the street more comfortable for everyone.

Design details will continue to be refined through additional public feedback and coordination with partner agencies, including utility providers, as the project moves forward into the design phase.

The study evaluated pedestrian and bicycle improvements, intersection and crossing improvements, ADA accessibility, and traffic calming options to make the street more comfortable for everyone.


    What's Next

    As the Warm Springs Ave bundles projects move into the design phase, several key elements and additional considerations will be addressed, including but not limited to:

    • Preservation of sandstone curb – Where applicable, the sandstone curb will be identified and preserved along the Warm Springs Ave corridor.
    • Warm Springs Ave and Old Penitentiary Roundabout – Continue to evaluate driveway access for properties located near the roundabout. Evaluate treatment alternatives for the roundabout center island.
    • Landscape buffer – If curbside activity occurs alongside a multi-use pathway, a minimum buffer width of 3 feet should be provided per ACHD’s Livable Street Performance Measures.
    • Additional analyses may be conducted during the design phase to respond to site-specific challenges and ensure the final plans reflect community goals.

    The Warm Springs Ave Bundles are anticipated to be programmed and prioritized through the Five-Year Plan process. Additional opportunities to provide feedback will be available during the Five-Year Plan process and the design phase of each bundle.

    Staff was originally scheduled to present a concept update for the Warm Springs Concept Study to the Commission today. However, we wanted to let you know that this item has been removed from today's (October 16) agenda.

    Staff has requested to remove the item in order to take another look at the concept to ensure we are putting forth the best concept possible for your area.

    The updated presentation will be added to a future Commission agenda, likely in November. We will notify you once the new date is confirmed.

    Based on public input from the June 2023 workshop, ACHD has developed alternatives for improvements along Warm Springs Avenue, from Avenue C to Windsong Drive. There are two ways to participate:

    • Join us for a public involvement meeting

      • WHEN:
        • February 8, 2024 | 5-7:30 p.m.
        • Presentations starting at 5:15 p.m.

      • The meeting format will include brief presentations starting
        at 5:15 p.m. and every 15 minutes, with the last presentation at 6:45 p.m., a guided tour of the information, and an open house.
