Downtown Eagle Mobility Improvements: Eagle Road and State Street
The Eagle Road and State Street intersection is the gateway to the City of Eagle and an important part of the downtown core. As a gateway, it serves vehicles, bicyclists and pedestrians of all ages who want to access local businesses, neighborhoods, the elementary school, and the senior center.
The Ada County Highway District (ACHD), working with the City of Eagle, is currently designing improvements to Eagle Road and State Street and the connecting roadway network which includes Olde Park Place, Plaza Drive and Aikens Street.
Goals
The goal of the street network improvements is to improve safety and mobility for all users while accommodating future traffic growth and creating a welcoming downtown environment.
*Phase 1 of the project is expected to be complete by Fall 2024

- Work will begin on the east side of Eagle between Plaza and Aikens, with the northbound lane being restricted and moved into the center lane.
- One lane of travel will remain open in each direction, and business access will be maintained. Signs will be in place to alert drivers of the new traffic pattern.

Phase 1 work is expected to be complete by Fall 2024. Phase 2 will follow and is scheduled for completion Fall 2025.
Phase 1 includes work on the following three road sections:
- Eagle Road, SH-44 to the canal (just north of Plaza Drive)
- Plaza Drive, Eagle Road to 2nd Street
- State Street and 2nd Street intersection
Access to businesses will remain open at all times. Ingress and egress may be shifted to accommodate construction. If business access will be impacted, the contractor will coordinate with the businesses.
Work will include, but is not limited to:
- Temporary closures
- Lane restrictions
- Temporary on-street parking restrictions
- Typical construction noise
- Dust
- Equipment backup alarms
- Ground vibration
- Veolia water line and other utility work
Work is anticipated to occur between 7:00 a.m. and 7:00 p.m. Some night and weekend work is expected.

Phase 1 – Scheduled To Start Construction Early 2024 And To Be Completed In The Fall Of 2024:
- Eagle Road, SH-44 to the canal (just north of Plaza Drive) – Reconstructing the road with concrete and asphalt paving and replacing the sidewalk
- This includes expanding the Eagle Road and Plaza Drive intersection with concrete pavement
- 2 through lanes in each direction on Eagle Road
- 2 left turns lanes to get from Plaza Drive to Eagle Road
- Eagle Road will not be widened above the canal
- This includes expanding the Eagle Road and Plaza Drive intersection with concrete pavement
- Plaza Drive, Eagle Road to 2nd Street – Repave with asphalt pavement, replacing some sidewalk
- State Street and 2nd Street intersection – Add a traffic signal and repave with asphalt pavement
- Replacing some on-street parking on State Street with left turn lanes

Phase 2 – Scheduled To Start Construction In Fall 2024 And To Be Completed In The Fall Of 2025:
- Eagle Road, canal (just north of Plaza Drive) to State Street – Reconstructing the road with concrete pavement, replacing some sidewalk
- Eagle Road will not be widened above the canal
- State Street, Olde Park Place to 2nd Street – Reconstructing the roadway with concrete pavement, replacing/adding sidewalk and streetscaping
- This includes reconfiguring and reconstructing the Eagle Road and State Street intersection
- There will no longer be a left turn from eastbound State Street to southbound Eagle Road
- Drivers will turn left at 2nd Street or Olde Park Place instead
- There will no longer be a left turn from eastbound State Street to southbound Eagle Road
- This includes reconfiguring and reconstructing the Eagle Road and State Street intersection
- Olde Park Place, State St to Aikens Street – Reconstruct and widen the road with asphalt pavement, adding on-street parking and 10-foot sidewalk on both sides
- Aikens Street, Olde Park Place to Eagle Road – Reconstruct the road with asphalt pavement and add 5-foot sidewalk on the north side

History
The design was the outcome of the Eagle Road and States Street Concept Design, an effort that began in 2012. After working with the community and the City of Eagle to evaluate multiple alternatives, the ACHD Commission approved the City's request to design and construct the Quadrant Alternative. This alternative best balances the need to safely accommodate the expected traffic growth, minimize impacts to adjacent properties and parking, and make downtown Eagle more walkable and bikeable, as well as being respectful of downtown's history and small town feel.
