ACHD Project Prioritization and Programming Process. The process begins with a kick-off workshop with general information, followed by a call for project requests, project request submission and evaluation, project scoping, and project prioritization.
After prioritization, projects follow one of two paths. New projects are prioritized against all other new projects and wait for inclusion in the Five Year Plan. Projects that are already funded in the Five Year Plan are prioritized against other funded projects, and their order may change.
Project prioritization is only one input in the programming process. Other programming considerations include geographic equity, available funding, and the capital allocation methodology, including programming obligations. These factors are considered before projects are included in the Five Year Plan.
