Impact fees (IF) are fees collected from new developments to help fund improvements identified in the Capital Improvement Plan, ensuring our shared infrastructure keeps pace with community growth. The Capital Improvement Plan (CIP) outlines how ACHD plans and invests in transportation infrastructure to support growth across Ada County. It identifies future projects—like major roads, intersections, and bridges—needed to serve new development and estimates growth-related costs over a 20-year horizon.

    The Ada County Highway District (ACHD) will consider the adoption of the Impact Fee (IF) and Capital Improvement Plan (CIP) during the December 3, 2025 public hearing.

    About the Impact Fee and Capital Improvement Plan

    Impact fees (IF) are fees collected from new developments to help fund improvements identified in the Capital Improvement Plan (CIP), ensuring our shared infrastructure keeps pace with community growth. The Capital Improvement Plan outlines how ACHD plans and invests in transportation infrastructure to support growth across Ada County. It identifies future projects—like major roads, intersections, and bridges—needed to serve new development and estimates growth-related costs over a 20-year horizon.

    View the proposed Impact Fee and Capital Improvement Plan—available in two draft Ordinances, Ordinance 254 for a single service area and Ordinance 254A for two service areas—and attend the December 3rd Commission Meeting at 12:00 p.m.


    What’s Changed

    Consistent with feedback received from the public, partner agencies, and stakeholders, the following changes were implemented since the public last viewed the plan in the fall:

    • Refined the roadway and intersection Projects List – 4 recently completed projects were removed.

    • Updated project costs to reflect recently purchased right-of-way, updated inflation factors, and evaluated redevelopment potential.

    • Updated traffic impact fee eligibility components to remove reconstruction of existing travel lanes.

    • Updated traffic impact fee schedule consistent with the above changes.

    As part of this update, two draft ordinances have been developed for public review. The ordinances are identical in content, but differ in the proposed Impact Fee service area structure and updated impact fee schedule:

    Participate online. The Meeting will be live-streamed and members of the public who wish to watch and ask questions can do so using Zoom.
