Subject: Update on Pedestrian Facilities at Linder & Saguaro
Dear Neighbors,
ACHD staff have heard from residents regarding the request for a traffic signal at the intersection of Linder Road and Saguaro Drive in Eagle. ACHD recognizes the community’s interest in installing a full traffic signal at this location and shares the goal of providing a safe, effective crossing, particularly for students and other pedestrians. Staff have reviewed the requests, and examined the facilities and traffic conditions in this area. Staff have communicated with individual residents, and we wanted to take this opportunity to provide a clear update to all neighbors on our findings, as well as clarify our stance on the pedestrian facilities at this intersection.
Based on our review, this location does not warrant a traffic signal based on vehicular traffic conditions alone. The presence and movement of schoolchildren, however, can provide a separate basis for considering a traffic signal under the school-crossing provisions of the Manual on Uniform Traffic Control Devices (MUTCD). This could have been clearer in our previous responses. For that, we provide the following clarification:
Meeting a signal warrant does not, by itself, require installation of a traffic signal. The MUTCD calls for an engineering study and consideration of alternative treatments and specifically identifies a pedestrian hybrid beacon (PHB) as an alternative when pedestrian safety is the primary concern.
At this location, the primary need is to provide pedestrians with a protected opportunity to cross Linder Road by stopping traffic on Linder Road when a crossing is requested. A pedestrian hybrid beacon directly addresses that need. When activated, it provides a steady red indication requiring Linder Road traffic to stop for the pedestrian(s) crossing, while allowing the roadway to operate without unnecessary signal control when no pedestrians are crossing. To improve the effectiveness of the crossing, ACHD will also add an indicator for drivers exiting Saguaro Drive so they are better aware when the pedestrian hybrid beacon has been activated.
For that reason, ACHD’s position is to retain the pedestrian hybrid beacon rather than replace it with a full traffic signal. A full signal would add unnecessary traffic delay throughout the day, while the pedestrian hybrid beacon provides the stop-controlled crossing conditions needed for pedestrians. This approach is consistent with the MUTCD framework of selecting a traffic-control treatment based on the conditions and needs identified through engineering analysis.
ACHD will continue to monitor conditions at the location and can reevaluate the appropriate traffic control if traffic patterns, pedestrian activity, or other relevant conditions materially change.
We appreciate the residents who have reached out and shared their concerns and are grateful for the opportunity to provide clarification and education on the safety improvements of this intersection. Residents are always invited to reach out with questions through ACHD Connect (achdidaho.org/connect) or by calling (208)387-6100.
Thank you,
