Both a roundabout and traffic signal were considered during the early stages of the design. A roundabout was chosen for the following reasons:

• The roundabout functioned better than a traffic signal for the design life of the intersection. 
• The traffic signal foundations conflicted with the new bridge over the Farmers Union Canal, creating constructability issues.  

It comes down to the bridge. The bridge underneath the Pierce Park and Hill Road intersection is aging. The structure is showing corrosion, cracks, and general wear that, while normal for its age, means it is recommended for replacement.

Since replacing the bridge means tearing up the intersection anyway, it made sense to go ahead and rebuild the intersection to its long-term configuration at the same time.
