2027–2031 Five Year Plan Winter 2026 Public Outreach Summary. Public outreach was held January 22 through February 19, 2026. The project webpage received more than 5,000 views. ACHD received 632 comments on existing projects, 96 survey responses and 101 requests for new projects.
When asked which projects were most important, respondents frequently identified the Linder Road corridor, Lake Hazel Road corridor, and Palmer Lane and State Highway 44. Most requested new projects had already been identified in one of ACHD’s plans. Suggestions included the Five Mile Road corridor, Amity Road corridor, and Palmer Lane and State Highway 44.
Most commented projects:
Palmer Lane and State Highway 44 received 48 comments. Common themes included difficult left turns at the intersection, strong support for a traffic signal, and increasing urgency due to rapid development.
Linder Road, Chinden Boulevard/State Highway 44 received 26 comments. Common themes included heavy congestion and bottlenecks and requests to accelerate the project timeline.
Cloverdale Road, Victory Road/Overland Road received 23 comments. Common themes included severe congestion, growth outpacing road capacity, and requests to begin construction sooner.
Five Mile Road, Overland Road/Franklin Road received 23 comments. Common themes included safety concerns for people not driving, requests to complete the project sooner, and traffic bottlenecks.
Other frequently mentioned projects included Collister Drive, State Street/Hill Road with 20 comments; the 2026 Safe Sidewalk Program with 19 comments; 15th Street/16th Street, Shoreline Drive/Fort Street with 14 comments; and State Street, 14th Street/west of 8th Street with 13 comments.
