This project is substantially complete.
The Ada County Highway District (ACHD) is designing sidewalks for Garden Street between Albion Street and Emerald Street, as well as a bikeway between Albion Street and the Greenbelt. The purpose of this project is to improve safety and increase connectivity for pedestrians and bicyclists. This project now includes Garden Street, Franklin Road to Bethel Street that was designed in 2019.
Project Description
Sidewalk
- Add curb, gutter, and sidewalk on both sides of Garden Street, Albion Street to Emerald Street; Reconstruct some existing sidewalk as necessary.
- Improve pedestrian ramps.
- Add bulb-outs at key locations.
Bikeway
- Add lane markings & wayfinding signage to create a bikeway on Garden Street between Albion Street and the Greenbelt.
- Improve alignment of the Garden Street and Franklin Street intersection and add an enhanced pedestrian/bike signal.
Roadway
- Reconstruct the roadway.
- Replace pipes and the bridge north of Mason Drive.
- Upgrade existing speed humps to "speed cushions", which will ease emergency vehicle access.
- Utility work.
- Most on-street parking will be retained however, some parking will be impacted.

- Increase connectivity for pedestrians
- Improve quality of the street
Background
This project was one of several identified in the 2012 Boise Central Bench Neighborhood Bicycle and Pedestrian Plan as a priority for sidewalk completion.
