Downtown Eagle Mobility Improvements: Eagle Road and State Street
The Eagle Road and State Street intersection is the gateway to the City of Eagle and an important part of the downtown core. As a gateway, it serves vehicles, bicyclists and pedestrians of all ages who want to access local businesses, neighborhoods, the elementary school, and the senior center.
The Ada County Highway District (ACHD), working with the City of Eagle, is currently designing improvements to Eagle Road and State Street and the connecting roadway network which includes Olde Park Place, Plaza Drive and Aikens Street.
Goals
The goal of the street network improvements is to improve safety and mobility for all users while accommodating future traffic growth and creating a welcoming downtown environment.

The intersection will be open on the east, west, and south ends of the intersection for better business access. Eagle Road remains closed between Plaza Drive and Aikens Street. This closure is expected to last for two more weeks.
While Eagle Road is closed, the Eagle and Plaza intersection will be stop sign controlled. All vehicles will need to stop before proceeding through the intersection.
Lane restrictions will also remain in place on Eagle Road south of Plaza Drive.
Commuters heading northbound should use Plaza Drive to get around the closure. Commuters heading southbound should use State Street (“Old State”) to either Ballantyne or Edgewood Drive to get around the closure (see updated detour map below).
This work is part of phase one of ACHD’s Downtown Eagle Mobility Improvements, which is expected to be complete this fall. The goal of the street network improvements is to improve safety and mobility for all users while accommodating future traffic growth and creating a welcoming downtown environment.
Underground utility work is also being done in tandem with ACHD’s project in an effort to minimize the impact to businesses and residents.
During the roadwork, access will be maintained to all businesses in downtown Eagle, and ACHD reminds the public that businesses are ready and eager to serve their customers.

EAGLE — Commuters should be prepared for a closure starting next week for ACHD’s Downtown Eagle Mobility Project(External link).
Beginning Monday, Eagle Road will be closed between Aikens Road and the intersection of Plaza Drive. For the first two weeks, this will include a partial closure of the intersection of Eagle and Plaza.
The partial intersection closure will provide a safer working environment for crewmembers. While the intersection is partially closed, crews will be in 24-hour operations in order to complete the necessary work as quickly as possible.
During the partial intersection closure, commuters heading northbound will be able to turn right onto Plaza Drive to get around the closure. Traffic will not be able to turn left onto Plaza. There will also be no access onto Eagle Road from either side of Plaza Drive.
The entrance to Zamzows and Walgreens will be accessible on Eagle Road. The median has been removed to allow left turns for business access. (see detour map)
Commuters heading southbound should use State Street (“Old State”) to either Ballantyne Lane or Edgewood Drive to Highway 44.
The intersection at Plaza and Eagle is expected to reopen in about two weeks, weather dependent. The closure on Eagle Road between Aikens and Plaza is expected to last for one month. An updated map will be shared when the intersection is back open.
Phase one of ACHD’s Downtown Eagle Mobility Improvements(External link) is expected to be complete this fall, with phase two starting after phase one is completed. The goal of the street network improvements is to improve safety and mobility for all users while accommodating future traffic growth and creating a welcoming downtown environment.

History
The design was the outcome of the Eagle Road and States Street Concept Design, an effort that began in 2012. After working with the community and the City of Eagle to evaluate multiple alternatives, the ACHD Commission approved the City's request to design and construct the Quadrant Alternative. This alternative best balances the need to safely accommodate the expected traffic growth, minimize impacts to adjacent properties and parking, and make downtown Eagle more walkable and bikeable, as well as being respectful of downtown's history and small town feel.
