Five Year Plan 2027–2031. The Ada County Highway District’s Five Year Plan highlights the projects, programs, strategies, and priorities the District will pursue over the next five years. This plan allows elected officials, staff, partner agencies, and the public to work in a coordinated fashion to implement projects.
From January through August 2026, ACHD worked with the community and partner agencies throughout the year to gather feedback on the plan. Public involvement included 1,259 comments from the community, and partner agencies submitted 697 project requests.
2027 construction project highlights include Allumbaugh St, Franklin Rd to Douglas St; Cloverdale Rd, Victory Rd to Overland Rd; Eckert Rd Bridges and Eckert Rd at Boise Ave Roundabout; Franklin Rd, McDermott Rd to Black Cat Rd; Poplar St, Cole Rd to Curtis Rd; SH-44 and Palmer Ln; Stoddard Rd, Victory Rd to Overland Rd; Ustick Rd, McDermott Rd to Black Cat Rd; and Vista Ave, Overland Rd to Rose Hill St.
The Five Year Plan includes 285 projects with a total cost of approximately $1.21 billion. This includes 68 major roadway and intersection projects totaling $695 million; 72 maintenance projects totaling $184 million; 73 safety and compliance projects totaling $159 million; 59 bridge projects totaling $159 million; 7 traffic operations projects totaling $5.2 million; and 6 environmental projects totaling $2.5 million.
