Leveraging Funding in the Five Year Plan. ACHD’s funding strategy supports projects using a mix of revenue sources, including state, local, federal, and outside grant funding. Federal funds are pursued through competitive and formula programs, guided by Commission priorities, and depend on available funding and open programs. All required local match or advanced construction funding is reviewed and approved by the ACHD Commission with each project agreement. Impact fees are helping fund two different projects planned for construction in 2027: Linder Rd, Overland Rd to Franklin Rd, and Ten Mile Rd and Deer Flat Rd Intersection. Approximately 68% of the combined project costs are eligible to be paid with impact fees, including $13.5 million in impact fee-eligible costs and $19.1 million in total project costs. ACHD received $20.9 million in Strategic Initiatives Funds from the 2026 legislative session. Projects supported by this funding include Linder Rd, Chinden Blvd to State St, design; Franklin Rd and McDermott Rd, construction; Franklin Rd, McDermott Rd to Black Cat Rd, construction; Ustick Rd, McDermott Rd to Black Cat Rd, construction; and Ustick Rd and McDermott Rd, construction. Eight Build the Boise Bench and Garden City projects will improve aging roadways and pedestrian and bicycle infrastructure. These projects have $21.4 million in federal aid funding and $26.2 million in total construction costs. Up to 92% of construction costs for these projects will be paid with federal funding. Vehicle Registration Fees: When you register a vehicle in Ada County, a portion of that fee supports transportation improvements to keep you and your neighbors moving. Vehicle registration fees (VRF) provide ACHD approximately $14 million each year to reinvest in our communities through projects that reduce congestion, improve safety, and maintain the public infrastructure. Vehicle registration fees help fund bridge repair, Safe Routes to School, congestion relief, roadway preservation, and pedestrian facilities. ACHD annually receives approximately $14 million from VRF. Of that amount, at least $7 million is used for Safe Routes to School and congestion relief.
