State Street, 8th Street to 4th Street

Reconstruct State Street between 8th and 4th streets.
Upgrade all three traffic signals on this section of State St.
Construct bulb-outs for shorter pedestrian crossings and better visibility.
Add vegetated bioretention facilities for stormwater treatment.
Upgrade the existing enhanced crosswalk behind the Idaho State Capitol building to an overhead Rectangular Rapid Flashing Beacon.
